MAY I congratulate The Herald for bringing together, at a luncheon, the Lord Provosts of Glasgow and Edinburgh? I was delighted to be one of the many people there who agreed with the civic views that, while each city will remain proud of its virtues, co-operation will strengthen Scotland.

Concern was expressed that the Edinburgh establishment could scupper the possibility of Glasgow benefiting from devolution - say, by preventing Civil Service jobs going to Glasgow. I am a member, I suspect, of the ''Edinburgh establishment.''

I would be horrified if the opportunities that devolution may bring were not enjoyed right around the country. I believe that not only Glasgow but also Aberdeen, Dundee, Dumfries, and so on, should benefit from devolution. Edinburgh may be the seat of government but should not be the only winner.
