Public-spirited citizens who drop litter in bins in Neath and Port Talbot, South Wales, may pick up #5 notes in return, if, as expected, councillors approve a scheme to reward those who help keep their town tidy.

The plan is for officials to patrol with #5 notes as a surprise ''thank you'' to people who do not have to be prompted to get rid of rubbish in the right place. Litter bugs can expect on-the-spot fines.
