Ho Chi Minh City officials have banned topless spectators from live World Cup broadcasts in public places. ''People should behave politely in those public places, so topless people are not allowed in to watch,'' a city culture official said.

The rules, the latest brainchild of Ho Chi Minh City's fearsome bureaucracy, require bars, hotels, cafes and restaurants to apply for licences to show live World Cup matches. Karaoke parlours, pool halls and discotheques will not be allowed to offer live football during the five-week tournament.

Meanwhile, an anonymous gambler has placed #20,000 on favourites Brazil at 3-1 to win the World Cup at a betting shop in West Sussex.

The fan stands to pick up #80,000 if Brazil lift the trophy for a fifth time on July 12.
